Interpretation:

 People who do action in inaction, i.e., doing the action with pure consciousness and making others do it,

People who talk about inaction in action—i.e., talking the action unawaringly about the pure consciousness and making others do it talk.

அகர்மத்தில் கர்மத்தை செய்யும் மக்கள் அதாவது, தூய உணர்வோடு செயலைச் செய்து, பிறரைச் செய்ய வைப்பவர்கள்,

கர்மத்தில் அகர்மத்தை பற்றி பேசும் மக்கள் அதாவது, தூய உணர்வைப் பற்றி அறியாமல் செயலைப் பேசி மற்றவர்களைப் பேச வைப்பவர்கள்.
